Education Freedom Accounts at a glance

,392.92 for a household at or below 185% of the poverty line, ,184.84 for a student with a qualifying disability and $832.32 for an English learner. By law the rates rise 2% a year from July 1, 2026 (RSA 198:40-d); NHED's 2026–27 rate sheet couldn't be checked for this guide. CSF says the average grant was about $4,800 in 2025–26. Unused money rolls over until the student leaves the program or graduates.
  • Who is eligible: Any New Hampshire resident who could enroll in a public elementary or secondary school (K–12), at least 5 years old by September 30, with no income limit since SB 295 (2025). Not eligible: students enrolled full-time (more than 50% of instructional time) in their resident district school or a public charter school, including VLACS. The cap was 12,500 for 2026–27 and CSF's handbook says it rises to 15,625 for 2027–28. Priority groups are exempt from the cap.
  • Application window / next dates: Rolling. For the 2026–27 school year, an application completed and verified by July 15 gets a full-year grant, and families can apply through February for a prorated grant (CSF recommends sending documents by July 1). Returning families upload the Record of Educational Attainment by July 15. CSF had not posted 2027–28 application dates as of October 27, 2026.
  • Homeschool status: Homeschoolers can apply, but an EFA student is not legally home-educated. Joining the EFA program ends a home education program under RSA 193-A (RSA 194-F:2, IX), the EFA agreement satisfies compulsory attendance (RSA 194-F:3, IV), and the family must submit a yearly standardized test, state assessment or teacher-evaluated portfolio to CSF. Day to day, families can still teach at home and choose their own curriculum.
