🧩 Special Needs & Special Education Homeschooling in Oklahoma

What Oklahoma offers homeschool families of children with disabilities or learning differences — special-needs scholarships, evaluations and services — from our Oklahoma guide and articles.

Other Oklahoma programs: driver's licenses and special education

Driver's licenses (Service Oklahoma): a teen 15 to 18 applies for a Learner Permit. At 15 you must be enrolled in an approved driver education course, which can be a Parent-Taught Driver Education course from a provider approved by Service Oklahoma; driver education is optional at 16 and older. Before the intermediate license you must be at least 16, have held the permit at least 180 days, have at least 50 hours of supervised driving (10 at night) with a licensed driver at least 21, and complete the free Work Zone Safe course. A parent or guardian must come along if you're under 18. Service Oklahoma's learner permit checklist (October 2026) lists no proof of school attendance. A 2026 bill (SB 1538) that would have required under-18 applicants to show school enrollment, with a parent's statement for homeschool students, did not pass.

Special education (OSDE, 2026 Special Education Policies and Procedures, ch. 8(B)): your district must locate, identify and evaluate homeschooled children with suspected disabilities (child find), and parents who homeschool never lose the right to a free evaluation. But in Oklahoma, homeschooled children are not considered parentally placed private school children, so districts don't have to offer equitable services. Choosing to homeschool ends the district's duty to provide a free appropriate public education (FAPE), except child find; the child can re-enroll at any time, and a returning student who had an IEP gets comparable services from the first day and an IEP meeting within 10 school days. Districts need parental consent to evaluate a homeschooled child.

Students with disabilities and private school: the Lindsey Nicole Henry Scholarship is for approved private schools only (see the school choice section).
