Special education: districts may offer special education services during the regular school day to home school and FPE students. A child who attends those services stays in compliance with the attendance law, and no resident child may be denied or discriminated against in services a district offers because they attend a home school or FPE school (RSMo 162.996). DESE says home-schooled students with disabilities don't have the individual right to services that public school students have. Instead, each district sets aside a proportionate share of its IDEA Part B funds for parentally placed private, parochial and home-schooled children ages 5–21 who are evaluated and found eligible. The district must consult with parents of home-schooled students about child find and how those services are designed. An IDEA plan from this process can also qualify a child for MOScholars.
