Special education: for Kentucky's special education rules, a home school is a private school conducted mainly in one's residence (707 KAR 1:002). Your district must locate, identify and evaluate private school children with disabilities, as it does for public school children (child find, 707 KAR 1:370). Districts spend a proportionate share of federal IDEA money on parentally placed private school children and decide, after consultation, what services to offer through a services plan. There's no individual right to the services a public school student would get. Ask your district in writing for an evaluation.
